Can a doctor practice medicine if he/she failed their medical boards?

I know of a doctor practicing medicine with two different facilities, yet this doctor has failed their medical boards. Can this be allowed?

So long as you have passed the state licensure, you can practice, but you cannot state, verbally, or in writing, or imply that you are board certified.

Board certification is different than state licensure exam.
